Subject and purpose of the Invitation
The subject of the Call is to support investments in energy efficiency measures and high-efficiency cogeneration in the processing industry in order to fulfill the following obligations of the Republic of Croatia by 2030:
– reduction of greenhouse gas emissions from the ETS sector and non-ETS sector (compared to 2005),
– reduction in the consumption of supplied energy in relation to the reference supplied energy, i.e. in relation to the consumption of supplied energy before the implementation of the measures.
Within this Call, the project must achieve a minimum energy saving of at least 7% or a total reduction of CO2 emissions (tCO2) by 5% compared to 2023.
Eligible applicants:
– Micro, small, medium and large enterprises that, according to the NKD, belong to the area – C Manufacturing industry
– There is at least one employee based on working hours in 2023
– It has a positive EBITDA in 2023
– There are no blocked business accounts
Acceptable activities:
A1. The activity of increasing energy efficiency , includes one or more of the following measures:
– Expansion, modernization, replacement of existing installations/equipment or parts of installations/equipment
– Heat energy recovery
– Use of industrial waste gases
– Control and optimization of energy use
Note: Investments in increasing energy efficiency through the installation of energy equipment on fossil fuels, including natural gas, or investments in equipment for the production of thermal energy, excluding the recovery of thermal energy for use in the production process, are not permitted within the Call (e.g. heating the space in which production is taking place, but the production of heated medium is allowed for the further production heat process)
A2. Energy production activity from high-efficiency cogeneration (renewable energy for the production of electricity and thermal energy), trigeneration (renewable energy for the production of electricity, heat and cooling energy), quatrogeneration (renewable energy for the production of electricity, heat and cooling energy and purified CO2) from OIE for own needs and in full aligned with Directive (EU) 2023/2413. As part of this activity, it is possible to replace or upgrade the existing plant or build a new plant.
A3. Design and expert supervision construction and coordination of safety at work during the execution phase of activities A1 and A2, if applicable
Eligible expenses:
According to this Call, the following costs are acceptable within an individual activity:
A1. increasing energy efficiency
– procurement of equipment, services and works related to the expansion, improvement and replacement of production work processes that result in a reduction of energy consumption (higher energy efficiency of individual process phases, etc.)
– procurement of equipment, services and works related to the utilization of waste heat so that excess heat from the production process can be used elsewhere in the process*
– procurement of equipment, services and works related to the utilization of industrial waste gases so that the unused heat of the gases from the production process can be reused elsewhere in the process (for example, installation of equipment for the recovery of sensible heat of waste/exhaust gases, adaptation of the industrial process to the use of recovered heat) *
– procurement of equipment, services and works related to the introduction/reconstruction of complete regulation with the aim of reducing energy consumption through: automation of control systems; measurement and monitoring system – e.g. SCADA, CNUS or similar software solutions; investments in an active and efficient consumption response system (electric power that can participate in the response) as well as the improvement of existing equipment with the aim of reducing energy consumption
– costs of disassembly and disposal** of equipment and/or parts of equipment on which project activities are carried out
*Only produced heat energy used for the needs of the production/working process is acceptable
**The cost of disposing of equipment and/or equipment parts is acceptable provided that it is carried out through authorized persons who have appropriate waste management permits, whereby the acceptable amount of the cost of waste disposal is reduced by the income from the sale of waste.
A2. energy production from high-efficiency cogeneration/trigeneration/quatrogeneration
– procurement of equipment, services and works related to energy production in high-efficiency cogeneration or high-efficiency trigeneration in accordance with the Law on Renewable Energy Sources and High-Efficiency Cogeneration and High-Efficiency Quatrogeneration; as well as the transition from existing cogeneration to high-efficiency cogeneration and from high-efficiency cogeneration to high-efficiency trigeneration/quatrogeneration
– construction of the connection to the network, i.e. all the costs of connection to the network
– procurement of equipment, services and works related to the introduction/reconstruction of complete regulation with the aim of reducing energy consumption through: automation of control systems; measurement system and
A3. Design supervision and expert supervision
– design supervision service and the costs of expert construction supervision services performed by the supervising engineer,
– the service of the occupational safety coordinator during the work execution phase.
Total supervision costs (design supervision and professional construction supervision activities carried out by the supervising engineer in accordance with the Construction Act and coordination of occupational safety during the construction phase) are acceptable in the amount of up to 4% of the total acceptable costs for the execution of works and/or equipment.
Amounts and intensity of support:
– Minimum grant amount: 100,000 euros
– Maximum grant amount: 5,000,000 euros

The deadline for submitting the project proposal
Submission of project proposals to the Call begins on August 14, 2024 at 09:00 a.m., and ends on October 14, 2024 at 09:00 a.m.
